The investigation lasts 18 hours after the fall of an island on stilts yesterday on a glasgow construction site. At the centre of the plans of the HGV companies is the collapse of a decades-old distinction between mechanical and electrical workers and contractors. The new proposals – the Building Engineering Services National Agreement (BESNA) set a set of wages and conditions for mechanical and electrical workers to replace the countless separate competing agreements that are currently in place. The Building Engineering Services Association (BESA), which represents employers in the sector, has agreed with the Unite union to increase rates by 2.5% per hour from October 2018, followed by a further increase of 2.75% from October 2019. BESA provides quality assurance services, promotes excellence and strives to develop the business environment in which its members work through representation and management; it presented written evidence to the British Parliament on issues such as industry training and the provision of academic skills health and safety, as well as energy and climate change. It was originally the National Association of Master Heating – Domestic Engineers and was to represent the commercial interests of engineers and not individual engineers who could enter the Institution of Heating – Ventilating Engineers (now CIBSE) since 1897.  After a series of labour disputes with employers, the contracting committee was established in January 1904 and held its first formal meeting in March and its first Council meeting on June 14, 1904. 14 founding members joined six other companies.  These agreements apply with the Unite union (with respect to companies paid every hour) and its employee service (for employees). Judd says the HVCA will be primarily redesigned to better represent the range of benefits of its existing members. « This is a clearer presentation of what we stand for. Many of our members do more than H-V, » he says. He acknowledged, however, that the BESNA initiative and the interruption of merger negotiations with the Court were « factors » behind the change in fame.
Internationally, BESA is a member of GCP Europe, the European Confederation of HVACR Industries and Sanitation and the European Technical Contractors Committee for the Construction Industry (CEETB), which represents all engineering specialists in the entire European construction sector.  It provides for employers to pay tax-free travel and accommodation costs for workers in accordance with HMRC, without the administrative complications normally associated with this practice specifying in the BESA Operative National Agreement the social benefits and pension contributions required for workers covered by the agreement. Welplan is the preferred provider for the provision of social benefits. Unite argues that the contractors` discourse on the reform of DMs is a pretext for their real intention to reduce wages. Contractors vehemently dispute this and claim that the level of workers` wages is guaranteed under BESNA. However, the union is concerned about companies` determination to impose wage and packaging proposals without their consent. BBES` John Moore suggests the union is being stormed because it fears it will lose its influence – Unite is currently implementing the JIB agreement for electricians in collaboration with the ECA. « Existing agreements give them considerable influence and are not interested in modernizing the sector, » says Moore. The agreement sets standards for pricing job content, which mainly include nationally negotiated terms of employment and hourly wages for civil engineers working in the field of mechanical services on construction sites.
